About the license
In an enterprise, can I use only one Veeam Community Edition product per ten VMS, or can I use, for example, two Veeam Community Edition 10 + 10 virtual machine licenses?

Yes, except they cannot share backup infrastructure servers or backup storage between each other. In other words, they have to be two completely separate backup infrastructures.

Or if you'd like to keep the environment simple and use a single Veeam infrastructure to protect everything, take a look into the paid edition. If you only have 20 virtual machines total that would qualify you for Backup Essentials which offers the full Veeam Availability Suite at a greatly discounted price.
