According to https://www.veeam.com/kb3140, HvCollectAllHostAddresses should enable Veeam to leverage other IP ranges than those received from DNS for the Hyper-V hosts.
There is no further information about HvCollectAllHostAddresses available and also the setting seems quite new (2020).
I would assume that, once enabled, Veeam queries ALL Hyper-V management IPs from the Hyper-V-Cluster and stores them in its database to use them for all on-host proxy actions.
Am I correct? Maybe someone can elaborate a bit here.

Your assumption is almost correct except one detail: you need this registry key only if you apply the preferred network setting and you want to specify IP ranges other than ranges received by automatic DNS resolution. By default, Veeam stores in the configuration database only those IP addresses which are resolved by DNS names. The key enables retrieving information about all IP interfaces on Microsoft Hyper-V server or Off-host backup proxy.
