Hyper-V Off-host proxy requirement

The Hyper-V role, which was listed as a requirement for the Hyper-V off-host proxy in V12, has been removed in V13.

Does this mean it's no longer necessary?
Also, the statement that it can only be assigned to physical machines has been removed. Does this mean that an improvement has been made so that the Hyper-V off-host proxy role can be assigned to a virtual machine without performance degradation?

Has no such improvement or change been made to the Hyper-V backup architecture, and is this due to a lack of documentation?
