I am trying to see if Veeam can do this or not and the "how-to". But for various reasons we have a host that cannot migrate its VMs to another host and I am wondering if I replicate from one VM to another if that would work?
If I do how does that work? do I have to do a restore on the new host?

Replication to a target host should cover your objective just fine here.
