Starting VMs may fail after installation of 10-2023 CU when Veeam RCT is being used

So there's a problem with Windows update 10-2023 and Veeam B&R. There's a Microsoft article about this.
And there's a VEEAM blog article.
Now I wonder - who's going to fix the problem - Microsoft or VEEAM? And when can we expect a fix?

I just read in another related thread (this update designed to fix RCT backup I/O issues) you will need to delete the existing MRT and RCT files. Once deleted the VM should start up fine.
