We have 3 sites each managed by their own respective VBR server and infrastructure. Does Veeam Enterprise Manager allow you to recover a VM from one VBR infrastructure into any other VBR Infrastructure? So I can recover from a backup repository managed by Site A's VBR Server onto the Site B VBR Server? Does the Site A VBR Server need to be online?
Can I promote one of the existing VBR servers to be utilized as the Enterprise Manager Server or do I need a dedicated Host/VM for this?

Yes, you can use your EM to restore a VM to any site that is under the EM.
Yes, 'Site A' has to be online. EM does not access backups residing in the subordinate VBRs' repositories directly. If the VBR that own those repositories is offline, then EM will not be able to access the backups residing on the repos.
You do not exactly 'promote' a VBR to EM role. You should install EM components onto any machine (it does not have to be VBR), remove all VBR servers from the old EM, and add them again to the new EM.
(mind the limitations though)
