Capacity Retention Policy apply

Hello,

May I know when capacity retention policy will be applied? Per my testing, it looks like the capacity retention policy will be applied after the performance tier policy. For example, I configured the backup copy job with scale out repository. the performance tier just local data. the capacity tier was from an azure object storage. when the backup copy jobs has been done. the retention policy has been applied for the performance tier and the capacity tier. however, the offload job just starting. Per my understanding, the retention policy should be applied after the offload job.Can someone help to confirm about this?Thanks!
