I suspect it's not possible to dynamically change the storage class of the Archive tier of the SOBR from Glacier Instant Retrieval class to Glacier Deep Archive, but would love to hear otherwise.
And if not, what's the best way to get several PBs of GFS archives stored in GIR, into GDA? Would I have to create a new repository and copy?

You can change the storage class in the object storage properties in your Veeam backup console.
Please be aware, this only affects new offloads. We cannot move your old restore points from Instant Retrieval to Deep Archive.

We don't have a supported migration path. I recommend you change the settings of your archive repository and use Deep Archive for the new backups.And if not, what's the best way to get several PBs of GFS archives stored in GIR, into GDA? Would I have to create a new repository and copy?
