I would like to check if there is any documentation that indicates what permissions the operating system where VBR runs must have to connect to an external Azure repository.
My server is blocked from accessing the Internet but we want to give only the necessary permissions so that it can connect to the Azure Storage Account to connect the repository.

I assume you are asking for port requirements and not "operating system permissions".
Please see our user guide. Either the backup proxy server or gateway server (depends on your configuration) requires HTTPS access to the Azure Blob endpoints in Microsofts cloud:

There is also the option to use Azure Blob Private Endpoints through a VPN connection.
