I am trying to solve the following:

I have configured an Azure repository (we are just about to use it) and a Scale-out repository where 13 jobs are stored (4 encrypted jobs and the rest without encryption).

I need to send only the backups of the 4 encrypted jobs to the Azure repository, I am trying this option from "Capacity tier", is it possible to send only 4 of 13 jobs from the Scale-out repository? Or are all 13 jobs sent to Azure?

If in case it is no possible, Can I configure Azure as "External Repositories" and send the backups using backup copy jobs?

Hello,
and welcome to the forums.

What you like to do will be available in V12 with backup copy jobs that can point directly to object storage. To archive something similar today, you need two scale out backup repositories (SOBR). One with Azure capacity tier and one without.

Today capacity tier is a storage policy. That means everything in the repository will be copied / moved according to the configuration. External repositories are to connect Veeam Backup for AWS / Azure / Google products. Not for "standard" VBR usage.

If I add another SOBR with Azure Capability tier, can I send a copy of only the last 7 points to Azure?
Currently, my 4 encrypted jobs (backup type: incremental + full synthetic on Sundays, running every day) that I want to copy to Azure have a retention of 30 points.
What would be the best option for what I'm looking for?

can I send a copy of only the last 7 points to Azure?
"copy" means 1:1 copy of whatever your retention on the backup job is. If it's 7 days and you enable "copy", then the result is 7 days in Azure. If retention is 30 days, then the copy has 30 days. It's 1:1 for whatever is on the repository. Please see description in the user guide

The decision what is "best" is something I leave up to you :-) The options are
1) wait for V12
2) copy more than you want
3) reduce retention to what you want in Azure
