How to backup azure vm on veeam
Do I have to install agent windows n linux
The backup will run as full image bmr and restore will be as azure vm?

You can do that, however it's a legacy approach. The recommended and cloud-native way is to use Veeam Backup for Azure to create snapshots and backups to object storage. For more information, check the official product page. Thanks!

Basically I have to deploy a veeam market place vm on azure it will act as media agent or data mover take azure vm snapshot the management console will be on promises.?

No, Veeam Backup for Microsoft Azure runs in Microsoft Azure and will store backups in Microsoft Azure blob. I would suggest having a look at one of the video's available like this one which explains how it works and the features.
