Bandwidht limitation moving backups to Azure Blobl Storage

Hi,
We're trying to figure out if the network bottleneck is going to be in our uplink to internet or will be in Azure side. For the ones that are using Azure Blob Storage, does Microsoft limits the bandwidth in their side? If so, is the bandwidth different if hot or cold is used?

By the way, if you want to throttle traffic to azure use pre-defined Internet traffic rule.
