We want to keep 90 restore points on premise-based disk storage.
We want monthly active fulls ONLY sent to blob storage in Azure to be kept long-term
We are not sure of the best way to accomplish this.

in my answer I assume that you have you have only a backup job with 90 restore points and monthly active full (no backup copy job which is the primary use case for capacity tier today).
For your setup, we always move the whole "inactive chain" which includes the increments.
You could avoid that by implementing the 3-2-1 rule with backup copy jobs. Then you would generate monthly fulls without the increments between the fulls. In that case only the full data would go to object storage
