full backups to archive

To archive files into an archive tier is the GFS retention a must? If I have a backup job forward incremental, with a simple retention and without GFS, is it possible archive the fulls in the archive tier? Does it make sense?

No, as you Exported and VeeamZIP backups are also part of archiving job.
If I have a backup job forward incremental, with a simple retention and without GFS, is it possible archive the fulls in the archive tier?
No, it is not. Full backups that are part of current backup chain represent regularly accessed data, while Archive Tier has been designed specifically for restore points that are accessed infrequently (if ever).
