I use immutable on performance tier and move to AWS S3 with (copy/move mode) the policy is 7Days 5 Week 12 month
Can I use AWS S3 without enable object lock?

Of course. Immutably is optional on the capacity tier. You can use a AWS S3 Bucket without Object Lock.
Just note that you can't disable Immutability after you have already added the bucket to Veeam.

And you cannot enable it afterwards (this will be unsupported configuration) - so if you need immutability for capacity tier in future, it's better to set it up now Thanks!
