Hello
We have an onprem VBR server using S3 bucket as capacity repo, that server take backup from a vmware cluster onprem too. Question is, Can we replicate that S3 using aws services, install a brand new VBR server on a EC2, map that S3 to the server and restore from it to EC2 instances?

It may technically work, but we don't support such scenario. Also I see some reports where replicating S3 buckets with immutable backups will lead to issues.
I suggest you use a backup copy job to copy the backups from your performance tier directly to a second bucket on AWS S3. That would be the supported way.
