Hi
If I want to use Amazon S3 as a repository to archive backups do I also need to use the Storage Gateway? I think not as from other threads it looks like you need that if you want to use VTL. I would just want to use an external S3 repository and then use Veeam policies to move backup/copy files when a set retention point is reached

Just add S3 as an object repo in the backup repo section. I noticed you said external repo above and the external repo section in VBR is used for a different purpose.
