If a scale-out backup respository offload jobs fails, how do we restart that?

Hello,
and welcome to the forums.
It does it on it's own. No need to do anything. CTRL+right click also allows to run the tiering job right now. But this should not be needed.
If the automatic way does not work, please contact support (support needs logs to help)
