Is it normal when using SOBR Tiering in the "Last 24 hours" selection side bar of "success and failed' to see numerous failures that state:
Unable to upload backup to the capacity tier: previously uploaded backup contains the same data.
Does the "Last 24 hours" log section consider a tiering job failed if it has nothing to run which would be the case if backups are only running daily but teiring is every 4 hours.

Hi and welcome to the R&D Forums,
This doesn't look expected. If there is nothing to be offloaded to capacity tier, SOBR tiering session should be reporting: "0 backups will be moved/copied to the capacity tier" and exiting with "Success" status instead. Please contact our support and also share the case id here for further follow-up. By the way, what is your VBR version?
