Traffic Throttling doesn't work

Hi,
I have a backup copy job that copies a VM backup to a Amazon S3 object storage repository.
I tried limiting bandwidth by changing the Internet rule, but it doesn't work.
All the bandwidth is used.
Where am I wrong?

actually i have backup copy to the azure but the network throttling is not working, the job use almost 100% pf my internet speed.

The bandwidth limitation was working when I tested it last year. But I tested it with on-premise object storage and not Azure.

The throttling is work now after open case, the main reason the throttling not working previously because the backup copy to azure use same gateway.
The support team suggest to add extra veeam gateway for backup copy, so the gateway for main repo and azure repo is different.
After add the gateway, i put the 2nd gateway as the destination on the throttling config and the traffic is limited now.
