Veeam Cloud Tier with SOR question.

I am taking a look at using the cloud tier with SOR (scale out repository) and it looks to be more of an object level storage vs of how a cloud copy backup (with using SOR) is more dependent of files.

My issue with using a cloud copy is that keeping weekly files results in multiple full's which jacks up storage. which makes me end up doing Forever incremental with like 60 days retention. If i use SOR with a cloud tier would backing up a 1tb server with 10gb of daily change and keeping full's for 4 weeks consume more around 1tb + 900gb storage. or is it more like a copy job where i would have 1tb+ 1tb+ 1tb+1tb and 900gb of incremental?

a followup question, Is the cloud Tier with SOR meant to be a full dr offsite copy if you set the time to copy off to 0 days? I suspect that is more of a function of the "copy job" that we are currently using. I also suspect that it would be impossible to do any sort of restore without the source metadata information.
