Dear, I would like to know if veeam is compatible with oracle object bucket s3. Can I write directly to the bucket without needing to scale-out?

Welcome to the R&D forum.
Direct Backup to Object Storage is a V12 feature.
V12 is not yet released.

Oracle is not listed.

On that list there are more vendors. It include as well the vendors that have not yet choosen to test within our official Veeam Ready program and we list incompatibilities there as well.
Oracle Cloud is working on the compatibility.
