Retention, GFS, Capacity, and Archive tiers

Does the retention setting Retention Policy: X (Restore points or Days) need to cover the entire capacity and archive periods.

Say for example I only want to keep:

Locally: 14 days.
Capacity: after 14 days move some weekly's and monthly's to capacity.
Archive: move anything over 3 months to archive.
Set GFS to store 4 weekly's and 12 monthly's
I would have both copy and move selected on the SOBR and do a synthetic full once a week.

Does the Retention Policy: X number of Days need to be 365 to manage a years worth of backups correctly?

In this case archive tier policy will respect GFS retention only. So, no need to configure short-term retention to 365 rp/days. Thanks!
