Traffic Throttling doesn't work

Hi,
I have a backup copy job that copies a VM backup to a Amazon S3 object storage repository.
I tried limiting bandwidth by changing the Internet rule, but it doesn't work.
All the bandwidth is used.
Where am I wrong?
