We are currently using Veeam 11 with immutable object storage repository. Backups are saved on the performance tier first and then offloaded to the capacity. It's my understanding that when v12 comes out the need for the performance tier goes away and we would be able to backup directly to the object storage. Would we still need our performance tier if our object storage is immutable after we upgrade to v12 next year?

You can use Direct to Object Storage with immutability. A SOBR is not required.
But you may use a SOBR with object storage as the performance tier extends.
If you want to use direct to object storage, you have to do a new full copies to object storage.
Reusing the backup objects on your current capacity tier for „direct to object storage“ copy jobs with job mapping will not be possible.
You can leave your old buckets connected to veeam for restore purposes until the retention is over.
