vm configuration missing

I've been searching around but haven't found an answer to this alarm yet. This isn't really VeeamOne related per se, but it did highlight the issue.
We've noticed that we have multiple instances of Vm configuration file missing alarms, which obviously caught our attention in a hurry.
However after investigating everything, we've noticed a few things:
#1 - this error is only occurring on the powered off VM's
#2 - one of the alerts happened during switch upgrades (so 1/2 of the switches was rebooted which would cause the route based on physical nic load to move traffic from one nic to the other.

however the most recent (6:25am) for all the powered off VM's happened when there was no maintenance. Its as if VMware did a scan and found an issue...but of course all the files are there.
Running esx 5.1 U3 I believe.
Anyone else seen this?

Hello,
VM Configuration File Missing Alarms is an event-based vSphere alarm happens when VmConfigMissingEvent is triggered.
The event is created when the configuration file cannot be found.
You may have storage or permissions issues.
Could you specify if it happens with one VM or several VMs, are they on the same datastore? Does the alarm appear when you power VM off or when you reboot them?
