ReFS and DR

I have a question on how self contained a backup set is when originally written to a ReFS repo and has used fast clone. For example in a DR scenario, I would need to restore my offsite backup set from tape. Those backups would probably be restored to new hardware and new Veeam server. Does this new repo need to be formatted with ReFS? Does the new Veeam server need any other from the backup set, outside of just importing it to do a restore? Does the Veeam.Backup.Extractor.exe work as normal? Essentially, what happens to a backup set that was created using ReFS api's when ReFS isn't available?

No special considerations are required regardless of what file system was used to host the original backup files. The beauty of self-contained backup files!
