Can we make Veeam tape server if the the veeam using vm or the veeam should be use baremetal server?

Please see our User Guide page on supported devices and configurations for Tape Servers.
Pass-through of tape hardware devices to a VM are not supported; while such a configuration can work, it's not advised as it's not officially supported. If your tape hardware supports the connection via iSCSI, however, this can be used with a virtual machine tape server.
So either iscsi or a physical server will be the best options.
