Is it possible to use powershell to backup/restore SQL Server databases hosted on Azure?

How are these databases deployed? Are you talking about cloud database service or are you running SQL workloads on Azure VMs?

Cloud based - Azure SQL DBs and Azure Managed Instances.

You can protect these databases using Veeam Backup for Azure which offers a REST API to perform backup and restore.
There is no PowerShell solution for this (neither are there any plans for it).
