Hello,
is it possible to install and run the PS snap-in from any other computer, e.g. our vSphere server, or can it only be installed on the B&R server?

No, but you can certainly use Powershell remoting and Invoke-Command to interact with the Veeam powershell commands from any computer, although you will have to enable Powershell remoting on the Veeam server.
