You can use extract.exe utility to restore VM from the VBK file via these instructions (Restoring VMs with the Extract Utility), after that try to use any existing free OVA converters to accomplish your goal. Hope this helps!

guess I am needing to get it out of the vbk format so I can create a vmx so I can convert to ova , Then I would be able to bring up a VM at a Disaster Recovery Site which our provider is US Signal

As Vitaliy said, without extracting the VM files out of highly compressed and deduplicated backup conversion to ova would not be possible. Thanks.
