We had issues prior with a Windows server 2012 instance which is setup with Active Directory (secondary DC) which is dedicated for Azure AD sync and our future DC, it has Veeam B+R 95.
It all stemmed from an unfreeze error
5/15/2018 12:26:12 AM :: Processing DC Error: Unfreeze error: [Backup job failed.
Cannot create a shadow copy of the volumes containing writer's data.
A VSS critical writer has failed. Writer name: [SqlServerWriter]. Class ID: [{a65faa63-5ea8-4ebc-9dbd-a0c4db26912a}]. Instance ID: [{dd51cbfc-3624-4c08-82a3-bc11476f555f}]. Writer's state: [VSS_WS_FAILED_AT_PREPARE_SNAPSHOT]. Error code: [0x800423f4].]
We are using this pre-freeze script mentioned in this article:

However the script is not restarting Azure ad sync service after the pre-freeze runs, any ideas?

First Try to start the services using Script Manually
Uninstall VM Tools - > Reboot , INstall VM Tools -> Reboot and Try
Additionally, Check Event Logs and Check Error related VSS and share
