Looking through the documentation and browsing the api in postman - there doesn't appear to be a method via the api /api/failoverPlans to POST to this endpoint to create one?
I remember the same with the job creation but there was the ability to find a "master job" or another job that had the correct settings and clone then edit with the /jobs/id?action=edit PUT endpoint - yet i cant see anything similar for failover plans?

Re: Create failover plan - non existent?
You're right in your assumption. Neither EM nor its RESTful APIs currently allows to create failover plans. Thanks.
