I found this definition of the /hierarchyRoots:

which is why I'm wondering what's the difference between hosts in this cas, backup servers and VMs??

Are trying to find a distinguishing factor/parameter using which you can separate objects returned by /hierarchyRoots from one another? Or you just want to know the difference between the mentioned objects, such as type, purpose, etc.?I'm wondering what's the difference between hosts in this cas, backup servers and VMs.

"The backup server" is backup management server; the entity that can be added to/orchestrated by Veeam Enterprise Manager. "The host" is either vSphere or Hyper-V server added to the "backup server"; the entities connected to existing backup servers. Only "the hosts" are returned by /hierarchyRoots api call. In order to get "the backup servers" you should use /backupServers, instead.
