the Community Edition is a regular Standard Edition for 10 instances with no limitations whatsoever.

as your quote is from the general "Veeam Agent for Windows guide", it does not really apply here. The agent management guide of Veeam Backup & Replication is what you need to refer to.
There is no option for "free agents" as soon as you start with central management in "standard edition" (where community edition is a limited to 10 instances standard edition).
