Currently it is not possible to take agent File level backup backup without VSS-snapshotting the disk. This is not always needed, example would be to pickup the database dumps regularly. Workaround of File Share backup is often not a solution, because of retention limitations (no GFS).
Frequent (especially overlapping) VSS use is prone to errors which ultimately might lead to reboot need, VSS adds some overhead of backup time, makes it difficult to run multiple jobs too.
I checked V12 RC and it remains the same sadly. Is it on the roadmap for V12A?

What sort of limitations/issues do you see with VSS? Is it just the overlapping Job part? Could you maybe share the use case of such backup jobs (overlapping)?
