it's possible when we backup baremetal server using veeam agent, can be restored on virtual machine environment?

Yes, it‘s possible.
But I recommend to use instant recovery whenever possible for vSphere or HyperV:

Yes.
Just make sure to have the dedicated drivers for your "virtualization environment" ready or included in the recovery media when you don't or can't use instant recovery.
Windows machines will most likely work all the times. Linux may need additional steps outside of veeam.
