Workstation agent Licence

Hi teams,

environment V12.

We will deploy a hundred workstation agents only (no server). Regarding the license mode, 3 workstations consume 1 VUL license.
Would there be an architecture where the consumption of licenses would be 1 to 1 ?
A Veeam pre-sales told me that since the agents were managed by the VBR, the licenses were counted 1 to 1.
It's no clear for me....

- Agent running as Veeam Agent for Workstation: 1 VUL for 3 Agents
- Agent running as Veeam Agent for Server: 1 VUL for 1 Agent

The agent type is defined by the type in the backup job:
