We had a purchased \ support version of Veeam Backup & Replication v12, which we backed up to disk and then tape. Our backup solution has now changed brand to conform with our worldwide standard and the licence \ support has expired but we are still able to use the current system to restore historical data.
Long story short - if I install the community version on a new server can I still use tape devices to read and restore the historical data?

Veeam licensing doesn't restrict any type of restore on the community version. You should be able to perform the restore. (Of course, there's no better way to be sure than to test restoring from tape with the community version)
