We are using a Data Domain as the backup target and then take those backup files off to tape. The backups are encrypted by the Data Domain. Does this mean 100% that the files written to tape are encrypted or does the DD decrypt them first before writing to tape?

If you use DD Encryption (Encrypted data at rest), then the files will be automatically decrypted by the data domain when Veeam reads the file before writing them to tape. The backup file will be written to tape in a decrypted state.
If you require backup encryption on tape, either enable source backup job encryption or tape job encryption. You may also encrypt the backups on both jobs.
