is it possible to restore encrypted tapes without veeam on independent system?

You cannot restore Veeam Backups even if you decrypt the tape backups.
Could you explain your use case please?

Want to archive tapes in bank box as protection from fire etc...
If i need that data after, for example 10 years, and dont have veeam, how to restore data?

If those are file to tape jobs, you can restore them using another tool, if those are backup to tape jobs you need Veeam B&R to restore them. You don`t need license to restore by the way.

There are 2 types of tape encryption, software and hardware. Does your tape library has a native(hardware) encryption?
