Hi,
I have a file I know I edited on 7-1-2021 and I have the veeam tape with this incremental job on it. Can I restire directlry from tape or do I have to catalog the tape first? What if I no longer have the full backup from 6-15-2021?

Hello,
and incremental backup can only be used if the full chain is available. That means, the full backup plus all increments between full and the increment you are asking for.
All these backup files need to be restored to disk first. Then you can restore files from inside the backup (remember, it's image-based / vm-based backup and not 90s style file-based backup).
