Can you just run the Veeam Agent for Windows to backup a physical host to an on-prem NAS and then do a backup copy to a Veeam Cloud Connect provide, or is Veeam Backup and Recovery required along with the Veeam agent for Windows?

Yes, Veeam Agent for Windows can backup to a file share without Veeam B&R.

Backup copy functionality is available only in Veeam B&R console, but with Veeam Agent for Windows Server edition you can create secondary backup job directly to Cloud Connect repository. Cheers!
