Hello,
is it possible to backup a domain controller using file level mode (hybrid backup)? The operating system, Volume C: (system volume) and personal files are backed up in volume level mode. Volume D: and E: shall be backed up in file level mode. Or is it recommended to backup the whole server in volume level mode?

It will work just fine.
VSS snapshots are per-volume, so choosing one backup mode for C: and another backup mode for D: will not intersect with another.
