Backup failed with VSS SQLServerWriter error

Hi.
Veeam Support Case ID: 05642128
I have a Windows Server 2019 with Veeam Agent for Windows 5.0.3. The system have two instances of SQL Server (2017 and 2019), 2017 with one Database and 2019 with > 4000 small databases (20GB Total)

When i tried backup system with Veeam, return errors in VSS Snapshot:

I try changing the service to "Local Service" (https://www.veeam.com/kb2798) without results.

Someone can help me?
