BareMetal Restore Completed without Errors but Will Not Boot

I am trying to restore with dissimilar hardware and the backup size is 180GB but every time I restore it only restores 80 GB. Both hard drives are 512 GB, it doesn't complain about anything but when it attempts to boot it blue screens, inaccessible boot device. I've done the baremetal restore many times but am having issues with this one. New PC is Windows 10, 16 GB RAM 512 nvme drive. Old PC Windows 10 8 GB RAM 512 SSD.
