It's been 3 days but Creation of VSS Snapshot was stuck at 0%
Performed this kb: https://www.veeam.com/kb2404, via powershell and manually, but getting the VSS logs took us overnight, it's just 20MB size of the logs no more no less, no fail/successful messages
Uninstalled the AV from the server but job still failed
Pending Workaround:
Manually creation of VSS Snapshot
I also tried to run the backup job earlier, another Server 2016, it's the application server, and still stuck at Creation of VSS Snapshot.
Anyone does experienced this? Appreciate your responses.

Reading the case notes, as I see the last note was to close the case due to other priorities requiring attention, so I'm afraid that we likely will not be able to advise much further on the forums as we won't be able to troubleshoot efficiently like this.
The pending workaround seems reasonable, but just to be clear I do not think this is intended as a workaround so much as an isolation step to see if disk shadow creation is also experiencing challenges outside of when Veeam requests the disk shadow.
So please if you're able to resume troubleshooting, continue with Support. A small note, for uninstalling the AV, it's best to check from Powershell or the Command Line with the "fltmc" command -- many AV systems will leave their filter active and it takes a few reboots of the system until it's unloaded, so always check "fltmc" command and check the list of filters (you may need to search the filter names online to determine if the AV filter is still installed)
