On several of my laptops this error appeared after running AVG PC TuneUp software, updating drivers and upgrading software.
Repairing Veeam and even re-installing Veeam, after de-installing, does not solve the problem neither don’t several solutions from this forum (i.e. stopping service and re-initializing database).

Hi everyone,
I did resolved the problem.
It was caused by AVG PC TuneUp running in turbo mode. Turbo mode turns off the VSS snapshot shadow copies necessary for the backup of a system partition, for performance reasons; so turning off turbo mode resolved the problem.
All backup programs using VSS snapshot subsystem stop working in turbo mode!
