Hello All!
I have an Exchange Server 2016 Std CU16 with installed Veeam Agent for Windows 4.0.0.1811 Free Edition.
It is on Windows Server 2016 VM (it is a VM on Windows Server 2016 Hyper-V & AzurePack in the cloud)
I've created backup job with properties you can see at the end of topic. The backup job works and finishes normally with no errors but unfortunately DB in the backup is in "Dirty shutdown" state. What can be the reason of this situation?

If computer is shutdown at this time: [skip backup]
Once backup is taken, computer should: [keep running]
Create active full backups weekly on Monday, Tuesday, Wednesday, Thursday, Friday, Saturday, Sunday

With Free edition it is expected behavior - Veeam is not aware of the cluster and does not perform any cluster-aware tasks.
With paid product(server edition), you add entire cluster to the job for Veeam to be aware of it. Here is a guide on correct job configuration to protect Exchange DAG cluster.

But I don't have "Veeam Backup & Replication". I just use Veeam Agent for Windows 4.0.0.1811 Free Edition.

Well, you can work out database health with eseutil, however it is quite risky to protect production workloads(especially business critical workloads like email system) with free products without official support of technology. You can use Veeam Community edition for 10 free instances, or Starter Edition to setup DAG backup correctly and receive official Veeam Support contract.
