Corby, I am not sure (never used it myself) but according to the article Windows Defender Offline bootable media could be created on its own? Is there any reason why it not convenient to keep restore and malware scanner separately? Thank you.

I figured as long as the bootable recovery media already included "Windows Recovery Environment — built-in Microsoft Windows tools to recover the computer system image", there might as well be other useful tools included as well.
